Invited by People's Government of Sichuan Province, Saifur Ali Eadi, vice president of Zanzibar in Tanzania e and the government delegation arrived in Chengdu on the evening of October 18, 2011. The delegation's trip is to attend the 12th Western China International Fair and witness the signing ceremony for the joint venture corporation of multipurpose project between Sichuan Hongda Group and Tanzania National Development Company's Mchuchuma coal power-Liganga vanadium titano-magnetite resources;

On the afternoon of October 20, Zhaoguo Wang, Vice -Chairman of the National 's People's Congress, Qibao Liu,  party secretary of Sichuan Province of the Communist Party of China, the director of Sichuan Province People's Congress met with vice president Saifur Ali Eadie and some members of the delegation respectively. After the meeting, Hongda Group and NDC held signing ceremony for the joint venture corporation of multipurpose project between Sichuan Hongda Group and Tanzania national development company's Mchuchuma coal power-Liganga vanadium titano-magnetite resources in Jinjiang Hotel.

Mengfu Huang, vice chairman of the CPPCC and chairman of National Association of Industry and Commerce,  Hong Wei , member of the standing committee of Sichuan Party committee and executive vice governor, Xiaoxiang Huang, vice-governor of Sichuan Province, Cichang Chen, vice-chairman of  the Sichuan provincial people's political consultative conference,  Shiting Wang , counselor of Department of African Affairs of Ministry of Foreign Affairs, Cangting Liu , vice-chairman of National association of industry and commerce and chairman of board of directors of  Hongda Group and other Chinese leaders and guests; his Excellency Saifur Ali Eadie, Zanzibar's  vice President in Tanzania , Lazaro Nyalandu, deputy minister of Tanzania's Trade And Industry Department, Savibar Aysashi, vice minister of Trade, Industry and Marketing Department of Zanzibar, Omar Ramadan Mapuri , Tanzania ambassador to China, Dioragotias hahulo Phirigab congressman of Tanzania , Subert Karmis  Fajr , councilor of the People's Representatives Conference of and the other leaders and guests of honor of Tanzania  attended the signing ceremony. In addition, the leaders and guests attending the ceremony include   the other members of Tanzania government mission, and the leaders from Sichuan Province NDRC, Commerce Department, the United Front Department of provincial party committee, province association of industry and commerce, Sichuan branch of China Development Bank, Sichuan branch of China Bank, Sichuan branch of Export-Import Bank of China, and the leaders from the Sichuan enterprises and other related units. Meanwhile, Special topic group of  Witness  the WTO of CCTV, the news media from China Business Times,  China Enterprise News, Sichuan branch of Xinhua News Agency, Xinhua news network, Sichuan Radio and Television Station, Sichuan Daily, the western china urban newspaper, Chengdu Commercial Daily and other news media also attended to interview and report about it.

On the ceremony, Jun Liu, the president of Hongda Group and Sajus, executive general manager of NDC signed and exchanged the text on behalf of the both sides. According to the related administrative regulations on overseas investment of the enterprise promulgated by Chinese government, this cooperation agreement will become effective upon approval by related competent department of the government.

Hongda Group have invested and tracked the project in Tanzania for five years. As the permanent legal counselors for Hongda Group, Tahota has been involved in it, witnessing and participating in the draft, negotiation and sign of the agreement between Hongda Group and Tanzania Government after international tender and award.

After the Beijing summit of the Forum on China-Africa Cooperation, Hongda Group initiated the internationalized developmental strategy based on investing in Africa, during which Hongda Group organized batches of professional engineers and technicians and managerial force to go to Tanzania for dealing with the prophase work; have met with, communicated with Tanzania’s president, vice president, prime minister, ministers, ambassador to China, or NDC high-level manager more than 10 times in China or Tanzania, in times of difficulty including encountering Earthquake disasters of Sichuan and international financial crisis, Hongda Group not only did not give up the investment plans in Africa, but also considered the post-crisis era as the optimal window phase and strategic opportunity phase for internationalization development .

In December 2010, Hongda Group fully exposed its talent obviously above the 48 global famous enterprises participating in the largest-scale international bidding in Tanzania to win the bid of the two projects of Mchuchuma Coal Mine and Liganga Vanadium Titano-magnetite. From January to September of 2011, Hongda Group and NDC held the consultation on project contract twice where the higher level managers carried out concrete communication and friendly negotiation on Agreement of Joint Venture Corporation and Shareholders' Agreement and reached the consensus on the development of the project.

According to the cooperation agreement signed by both sides, Hongda Group and NDC will form a joint venture company jointly in Tanzania-Tanzania - China International Mineral Resources Limited. The Mchuchuma Coal Mine and Liganga Vanadium Titano-magnetite is jointly developed by Hongda Group holding 80% of its stocks and NDC company holding 20% on behalf of the Tanzania government, with the total investment of less than $3 billion, installed capacity of 4 x 150000 mw pithead coal fired power generation to be built, annual output of 1 million tons of steel used in construction according to the plan of the project. After the project is finished, the total number of employment will amount to 4000; drive more than 25% of Tanzania GDP, greatly increasing the financial and tax revenue, providing a large number of employment opportunities. Simultaneously, the large number of construction investment will actively promote the development of relevant industries of Tanzania; fundamentally change the Tanzania's status quo of the prominent contradiction of supply and demand, high-priced imported steel, short railway transport capacity, etc.

  The successful holding of signing ceremony for the joint venture corporation of multipurpose project between Sichuan Hongda Group and Tanzania national development company's Mchuchuma coal power-Liganga vanadium titano-magnetite resources marked the material breakthrough of internationalization developmental strategy of Hongda Group, is another milestone in the Hongda Group's 32-year development history. Hongda will develop rapidly in the journey for second undertaking, and turn the new chapter of International development!
